James Moser's study of the workings of a state legislature and its heroic minority leader, James Slattery (Richard Crenna) who was periodically in the midst of major controversy.

With the help of his aide, Johnny Ramos, and his secretary, B.J., Slattery attempted to push legislation that would better the lot of his constituents. House Speaker Bert Metcalf of the stronger oopposition party was his friendly enemy.
